AWARDS:         All participants will receive a tournament pin.  Champions and finalists will receive medals.  Champions will receive T-shirts and a team trophy.  An MVP award shall be given for each division.

 

FIFA RULES:     As modified by USYSA, CYSA-S rules will apply except as modified herein.

 

DISPUTES:       All disputes shall be settled by the Tournament Director.

 

PROTESTS:     No protests will be allowed.

 

CREDENTIALS:  Current laminated USYSA player cards, US Club cards or AYSO equivalent will be required.  All players and coaches must be in good standing (no current suspensions or expulsions) with their respective league and/or state association to participate in our tournament.

 

MEDICAL RELEASE:  All players must have medical release forms.

 

SHIN GUARDS:  All players are required to use shin guards.  Referees are instructed to not allow players without shin guards to play.

 

CHECK-IN:        Check-in will be held at the Field Marshal tent at the Palm Desert Soccer Park ninety minutes prior to your first match.

 

LOAN/GUEST PLAYERS:  Teams are allowed to have unlimited loan/guest players.  Guest players must have laminated identification cards, medical release forms and appropriate travel documentation where applicable.  Guest players must be in good standing (no current suspensions or expulsions) with their respective league and/or association to participate in our tournament.

 

CONDUCT:       All coaches have total responsibility for the conduct of their players, bench, parents, and team supporters at all times.  Unseemly, discourteous, unsportsmanlike behavior by team spectators can jeopardize the coach and/or team.  At no time are alcoholic beverages or tobacco allowed at the tournament site.  Each team will clear their sideline of trash after each game.

 

SUSPENDED GAMES:  If in the opinion of the game officials, a game must be terminated for misconduct of players, bench, or spectators, the offending team could be suspended from further play and forfeit that game and all remaining games.  All previous points remain as played.  Additionally, the home league and state associations would be contacted as appropriate.

 

INCLEMENT WEATHER OR UNEXPECTED TERMINATION OF PLAY:  In the event of inclement weather, which the Tournament Committee deems as being unsafe for the players and/or the fields for competition to continue; or the unexpected termination of the match, the following system for determining a winner will be implemented:

  • Matches that have completed at least half of the match will have the score stand.
  • Matches that are in the first half of play will be deemed not to have been played.
  • Matches for a given day may be postponed and played the following day, if possible.
  • Matches may be shortened in order to play all assigned matches.
  • If all assigned matches are unable to be played, awards will be made based on a point system to be determined by the tournament committee.

If the tournament is cancelled due to inclement weather prior to the start of competition or cannot be continued on the rain-out dates, teams will be issued partial refunds as deemed appropriate by the Tournament Committee, after a reasonable amount has been deducted for incurred tournament costs.

CAUTIONS AND EJECTIONS:  Two yellow cards = a red card.  A player receiving two yellow cards in a single game is considered the same as having been given a red card.  A player given a red card or two yellow cards in one game shall be ejected from that game and shall not be replaced and may not be allowed to participate in the remainder of the tournament at the Director’s discretion.  For the purposes of this tournament, a coach can be given a red card and will not be able to participate in at least the following tournament game.  Additional suspensions may be imposed for extreme violations (i.e., violent conduct) at the Tournament Director’s discretion. 

 

SUBSTITUTIONS:  Free substitution is allowed in all age groups.  However, teams may substitute only with the referee’s permission and only at the following times in accordance with the following:

1.     Prior to throw in, by the team with possession

2.     Prior to goal kick, by either team

3.     After a goal, by either team

4.     After an injury, when the referee stops play, by either team

5.     At the start of the second half, by either team

6.     During a caution, only the cautioned player may be substituted at the time

 

HOME TEAM / VISITORS:  The following rules shall apply:

1.     The Home team will be the team that appears first on the game schedule.

2.     The Home team will supply the game ball, unless the ball is supplied by the tournament.  The game ball will be subject to the referee’s approval. 

3.     The Home team will switch to alternate color jersey if a color conflict is declared by the referee.  If the Home team cannot supply an alternate jersey, the Home team will forfeit the game.

4.     The Home team will have the choice of the side of field for their bench.  The Visitors will take the other side of the field. 

5.     Upon the referee’s coin toss, the winning team will choose direction of play and the loser will kick off.

 

FORFEITS AND BYES:  All forfeits will be scored as a 1-0 game, with the winner receiving 8 points.  All teams must field a minimum of 7 players for the entire game.  A team will forfeit if:

           

1.             They fail to check in at the mandatory registration.  In this case, they will forfeit all of their games.

2.             They are the home team and fail to have an alternate jersey when required.

3.             They fail to report ready to play 10 minutes prior to scheduled kick-off time.

 

INJURY:  Delays of game due to injury will result in appropriate time being added to allow the full game time, based on the judgment of the officials.  However, there will be a running clock in preliminary games unless professional medical care is necessitated, i.e. paramedics are called to the field.  All preliminary games will be terminated not less than 5 minutes prior to the scheduled start of the next game.  Refer to the playing times below:

A game is “complete” upon completion of one half, with the final results based upon the score at termination.  A preliminary game can end in a tie.

 

Semi-final and Final games, if tied at the end of regulation time, will go directly to penalty kicks. 

 

HALF-TIME:   Half-time will last exactly five minutes. 

 

DETERMINING POOL PLAY WINNERS:  Teams shall be awarded points on the following basis:

 

6 points for each win

3 points for each tie

0 points for each loss

1 point for each goal scored, up to a maximum of 3 per game

1 point for each shutout      

-1 point – a point will be subtracted for each player or coach ejected

(0-0 tie is scored as 4 points)

 

TIE:  In the event of a tie, prior to advancement to the semi-final games, the winner will be determined as follows:

1.     The winner head to head

2.     Goals against

3.     Goals for

4.     The least number of red and yellow cards

5.     If required to determine the winner for the advancement to semi-final games after steps 1, 2, 3 and 4 still result in a tie, penalty kicks will be taken prior to the start of the scheduled semi-final game.



TEAM DIVISIONS


FOUR TEAM DIVISIONS will consist of one bracket of 4.  Each team will play the others in the bracket for preliminary games.  The top two teams will play for the championship.

FIVE TEAM DIVISIONS will consist of one bracket of 5 and each team will play the others in the bracket in a round-robin format.  Champion and Finalist will be determined by the total number of points earned.

SIX TEAM DIVISIONS will consist of 2 brackets of 3 teams each.  Each team will play the others in its bracket for preliminary games.  The winner of Bracket A will play the second place team of Bracket B and the winner of Bracket B will play the second place team of Bracket A.  The winners will meet for the Championship.  3rd place teams will play each other.

EIGHT TEAM DIVISIONS will consist of 2 brackets of 4 teams.  Each team will play the others in its bracket for preliminary games.  The bracket winners will play each other for the championship.

TWELVE TEAM DIVISIONS will consist of 4 brackets of 3 teams.  Each team will play the others in its bracket for preliminary games.  Winners of brackets will meet in semi-final play.  The semi-final winners will meet for the Championship.  In the 12 team division each second place team will play one other second place team and each third place team will play one other third place team.
